What happened
Class period: Current owners: ownership as of August 11, 2026. Former owners: ownership as of July 1, 2024 with a sale before August 11, 2026.
- Two homeowners, Jed Behar and Alisa Behar, sued Northrop Grumman Corporation and Northrop Grumman Systems Corporation on behalf of property owners in a defined area of Canoga Park and Winnetka, California
- The lawsuit says a legal predecessor of the companies operated at 8020 Deering Ave., Canoga Park, CA 91304 in the late 1960s to early 1970s and left contaminants in the soil and groundwater, including trichloroethylene (TCE) and perchloroethylene (PCE)
- The claims are negligence, private nuisance, and trespass. Plaintiffs say the contamination lowered property values and that homes need vapor intrusion mitigation measures installed
- Northrop Grumman denies responsibility, denies any loss of property value, denies that contamination is present in homes, and says its cleanup work has reduced the groundwater plume
- The Court has not decided who is right. Both sides agreed to a settlement
- The settlement creates a $75,000,000 cash fund. No part of the fund goes back to the companies
- The case is Behar, et al. v. Northrop Grumman Corp., et al., Case No. 2:21-cv-03946-HDV-SK, in the U.S. District Court for the Central District of California

Proof required
- Proof of ownership of the property in the Class Area is required with every Claim Form
- The Unique ID and PIN from your mailed Settlement Notice, if you are filing online
- Your signature on the Claim Form, including the Release
Payment timing
Payment depends on final Court approval and on any appeals, which can take more than a year. Northrop Grumman must fund the settlement within 30 days after the Effective Date, and the Class Administrator will try to mail payments within 45 days after the Effective Date. Checks stay valid for 180 days. If a check is not cashed in time, the administrator will try to find you and reissue a check that expires in 90 days. You are responsible for any taxes on your payment, and the administrator will issue the needed IRS forms.

- There is only one payment per home, no matter how many people own it. Co-owners get a single check and must split it themselves. The settlement does not provide a way to settle disputes between co-owners
- If a home was sold after July 1, 2024, both the former owner and the current owner may file separate claims from different pools
- The payment amounts are estimates. Final amounts depend on the Court's award of attorneys' fees and service awards, administration costs, and how many valid claims are filed
- This settlement does not release claims for personal injury, wrongful death, or medical monitoring. You keep the right to bring those claims separately
- Staying in the class releases property damage and mitigation claims, known and unknown, including a waiver of California Civil Code section 1542
- To opt out, mail a signed written request postmarked by September 25, 2026 to: Behar v. Northrop Grumman Class Administrator, c/o A.B. Data, Ltd., EXCLUSIONS, P.O. Box 173001, Milwaukee, WI 53217. You cannot opt out by phone or email
- Class Counsel may ask for up to 40% of the $75,000,000 fund in fees, up to $3,000,000 in costs, up to $200,000 in administration costs, and $30,000 service awards for each Class Representative. On appeal, the fee request can rise to 45%
